Kuwaiti Facilities

A US consulate was opened at Kuwait in October 1951 and was elevated to embassy status at the time of the independence of Kuwait 10 years later. The United States supports the sovereignty, security, and independence of Kuwait as well as closer cooperation among the Gulf Cooperation Council (GCC) of the Arab States Countries. In 1987, cooperation between the United States and Kuwait increased due to the implementation of the maritime protection regime to ensure freedom of navigation through the Gulf for 11 Kuwaiti tankers that were reflagged with US markings.

The US-Kuwaiti partnership reached dramatic new levels of cooperation after the Iraqi invasion. The United States assumed a leading role in the planning and implementation of Operation Desert Shield. The United States led the UN Security Council to demand Iraqi withdrawal from Kuwait and authorize the use of force, if necessary, to remove Iraqi forces from the occupied country. The United States played a major role in the evolution of Desert Shield into Desert Storm, the multinational military operation to liberate the State of Kuwait.

Eventually, the US provided the bulk of the troops and equipment that were used by the multinational coalition that liberated Kuwait. The US-Kuwaiti relationship has remained strong in the post-war period. The United States has provided military and defense technical assistance to Kuwait from both Foreign Military Sales (FMS) and commercial sources. All transactions have been made by direct cash sale. The US Office of Military Cooperation in Kuwait is attached to the American Embassy and manages the FMS program. US military sales to Kuwait total $5.5 billion over the last 10 years. Principal US military systems currently purchased by the Kuwait Defense Forces are Patriot missile system, F-18 Hornet fighter, and the M1A2 Main Battle Tank.

Since 07 June, soldiers of the 4th Brigade Combat Team, 1st Cavalry Division have boarded chartered aircraft at Robert Gray Army Airfield that routinely depart for Camp Buehring, Kuwait. In a minimum time transformation, it was on 08 June when approximately 300 Long Knife Brigade Soldiers arrived to a windy and gusty Camp Buehring, Kuwait. There are many thoughts that could possibly run through the mind of a Soldier stepping off an aircraft and setting foot onto a foreign country prior to a combat deployment. That Soldier could be thinking about family, friends or the mission at hand.

Camp Buehring, formerly named Camp Udairi, is an offloading and staging facility for US Military troops heading north into Iraq. It is located in the northwestern desert of Kuwait, just 15 miles from the southern border of Iraq. The area surrounding Camp Buehring, known as the Udairi Range Complex which is used for live fire training, is largely uninhabited, but for a few nomadic Bedouin tribes raising camels, goats and sheep. The open desert areas provides the opportunity to conduct vehicle rollover training, weapons familiarization and counter-Improvised Explosive Device training. Units are getting the opportunity to not only get adjusted to the extreme wind and heat of the middle east before deploying to Iraq, but they are also receiving additional knowledge from their leaders that have already deployed. Following the accelerated training in the desert environments, the Long Knife Brigade will join with their equipment and move forward to the interior of Iraq where they will engage in combat missions in support of Operation Iraqi Freedom - VI.

Camp Buehring is packed with morale and recreation facilities that could rival some US bases. For all the benefits here, Camp Buehring is still a desert, tent city, camp far from home and the friends and families of these US Forces. A fully-stocked exchange, several phone centers, an internet caf�, a coffee house, gym facilities, Burger King and a 24-hour Pizza Inn are just a few of the amenities here topping the transient soldier's favorites list.

However the one nearly everyone agrees on is the dining facility where meals like steak and lobster are not uncommon. The chow-hall, as the Troopers call it, is one of the largest facilities on the camp and is capable of serving several thousand troops at every meal. Though the line nearly always extends several hundred feet beyond the entrance, fast-moving food lines ensure the soldiers never wait too long to eat. Services at Camp Buehring obviously go well beyond these basics. Soldiers enjoy the video-chat services offered at the Internet Cafe. For five dollars an hour, a Soldier can get a computer with a high-speed connection, a webcam and headphones and then connect with a friend or loved one at home.

A unique challenge to the surge-related activities of Camp Buehring is its distinction as one of the few enduring camps of Kuwaiti, meaning it is slated to sustain operations for many years. This forces the Command Cell Staff of the camp to continue full scale facility operations, such as completing important infrastructure upgrades, while still maintaining the immediate role of the camp as one of the largest transient camps in Kuwait.

Heavy-equipment transporters loaded with M1-A1 Abrams tanks and Bradley Fighting Vehicles sit in about a dozen single-file lines on a sandy staging area ready to move the in-transient Troopers and their equipments forward to the Iraqi operations. An array of 30 or 40 more vehicles dotted the horizon, awaiting the rest of the trucks slated to carry them into battle.

Army offering $7,500 reward in investigation of sexual assault on Camp Buehring, Kuwait

The Army is investigating a sexual assault inside the airfield at Camp Buehring, Kuwait, on Aug. 31, according to an official reward poster obtained by Military Times and a statement from the Army’s Criminal Investigative Command confirming the investigation.

“I can confirm that CID is investigating an alleged sexual assault at Camp Buehring,” said Chris Grey, CID’s chief of public affairs, in an email to Military Times. “This is an open and ongoing criminal investigation.”

The victim of the assault is a female soldier, according to the poster. Military Times does not publish the names of victims of sexual assault who haven’t publicly addressed their case.

The assault occurred in the early afternoon in an airfield latrine building, according to the official CID poster offering a $7,500 reward for tips leading to a conviction. The suspect is described as a male soldier weighing between 180 and 210 pounds, 5 feet 10 inches tall with green eyes, dark brown hair and a medium complexion. He was wearing a mask at the time of the assault. The alleged perpetrator is still at large, according to Army officials.

“The attacker was able to get through the security gates,” said one Army official who was not authorized to discuss the assault in an official capacity. The units at the airfield have since improved the area’s physical security, the official explained. Combined Joint Task Force-Inherent Resolve, the command overseeing the fight against the Islamic State group, and aviation operations at Camp Buehring did not immediately respond to a request for comment from Military Times.

“The [unit] took the situation very seriously and did all they could to bring justice [for] the soldier,” said another Army official, who also was not authorized to comment in an official capacity.

The Army’s public acknowledgement of the assault comes amid a groundbreaking four-part investigation of military sexual assault by CBS News. The investigation publicized the story of Staff Sgt. Morgan Robinson, an Army National Guard soldier who died by suicide in 2018 following two alleged sexual assaults perpetrated by fellow soldiers: one in Kuwait, and one in Afghanistan that involved multiple soldiers.

Last week, Army Secretary Ryan McCarthy stated that the service’s Sexual Harassment/Assault Prevention Program “hasn’t achieved its mandate” despite decades of work. The Government Accountability Office announced a review of the program in August after Spc. Vanessa Guillen’s disappearance and death dominated national headlines for weeks. Investigators told Guillen’s family attorney that she was killed in her unit armory on Fort Hood this April by a fellow soldier who had previously sexually harassed her. Her remains were discovered on June 30, approximately 30 miles off-post.

CID is still looking for the perpetrator of the Aug. 31 assault.

“We encourage anyone with information, regardless of how inconsequential it may seem, to come forward,” said CID spokesperson Grey. “It may be the final piece of information we need to help bring the person responsible to justice.”

Camp Buehring

Camp Buehring (formerly Camp Udairi) is a staging post for US troops in the northwestern region of Kuwait. From its founding in January 2003 to present date, the base was used for military troops heading north into Iraq, as well as the primary location for the Middle Eastern Theater Reserve. The areas surrounding Camp Buehring, known as the Udairi Range Complex, is largely uninhabited, except for a few nomadic Bedouin tribes raising camels, goats, and sheep. Camp New York is nearby, in the same Udairi Range Complex as well.

Camp Buehring is named after Lieutenant Colonel Charles H. Buehring who was killed in Baghdad on October 26, 2003. Buehring was one of the highest ranking U.S. casualties of the Iraq War. Camp Udairi was renamed in his honor in 2004.


Much of Camp Buehring had operated continuously from its establishment in 2003. During the spring of 2020, the worldwide coronavirus pandemic shuttered many of the morale, welfare, and recreation outlets on post, as well as leading to the establishment of social distancing and mask usage guidelines. Quarantine procedures were mandatory for incoming personnel. The post had not experienced its own outbreak of the virus, though imported cases were recurring and infrequent.

Camp Buehring Army Base in Udari, Kuwait

Camp Buehring is situated in the middle of the Kuwaiti desert. The Iraqi border is about 25 miles from Buehring. The Udairi Range Complex rings the camp, and it is a sparsely-populated region: Only a scant number of Bedouins and their livestock use the area. Nevertheless, the security at the base’s perimeter is super-high.

At its opening in January 2003, the camp was named Camp Udairi. A little over one year later, it was renamed to pay homage to Lieutenant Colonel Charles H. “Chad” Buehring. Lieutenant Colonel Buehring died on October 26, 2003 when the headquarters of the Coalition Provisional Authority in Baghdad was attacked by rocket fire. He was one of the highest-ranked military members to be killed in Iraq.


Camp Buehring is a sizable United States Army post: It is capable of accommodating about 14,000 mostly transient soldiers at any particular time. Nearly all of the U.S. Army units that served in Iraq passed through the post during the period of Operation Iraqi Freedom. Those soldiers used Camp Buehring to become acclimated to the desert conditions before moving into Iraq. They also received additional survival training. For example, improvised explosive devices – IEDs – were an ever-present danger in Iraq, so soldiers were instructed on how to identify and avoid them. They also received training in handling vehicle roll-over.

Buehring is the home camp for units from the Middle Eastern Theater Reserve. It has also been used by Kuwaiti, Korean and British troops.

In such a high-security area, it is important for security personnel to keep up their training. To that end, military exercises such as simulated chemical attacks are conducted at regular intervals.

Serving in a remote and inhospitable environment can take its toll on the well-being of military personnel, so leaders devise ways to insure the spiritual, mental and physical fitness of troops. Most recently, the camp held a Warrior Wellness Expo where 30 teams participated in relay events, which included a Humvee push. Ten-mile runs are also a part of life at Camp Buehring.


The army has provided a host of morale and recreational facilities for the troops: In addition to a gym, there are a number of phone centers, and an internet cafe provides opportunities for soldiers to engage in video chats. There are fast-food restaurants and a massive dining facility. It is universally-agreed that the meals in the “chow hall” are one of the best features of life on camp: A meal of steak and lobster is not out of the ordinary.

There is a large, well-stocked Post Exchange, or PX, on the camp, as well as two smaller exchanges.

The Future

Camp Buehring’s future as a U.S. military installation in Kuwait looks assured. The headquarters of U.S. Forces Iraq has moved to the post, and the camp continues to undergo a build-up of the facilities and the infrastructure. New technical operations centers, living accommodations and internet connectivity are under active development. Most importantly, the U.S.-Kuwaiti relationship continues to be strong and mutually-beneficial.
